مَعالِي السَّادة الوُزَرَاء، سَلامًا واحْتِرَامًا وَبَعْد
إنَّا نَحْنُ المُمْضِينَ أَسْفَلَ هَذِهِ العَرِيضَةِ، مِن مُتَسَاكِنِي مَدِينَةِ قليبيَة ورُوَّادِهِا وَمِنْ مُحِبّي البِيئةِ فِي شَتّى أنْحَاءِ العَالَمِ، نُعْرِبُ عَن عَمِيقِ انْشِغَاِلنَا عَلَى إِثْرِ انْطِلاقِ أَشغَالِ بِنَاءِ النّـزلِ الثانِي مِنْ مَشْرُوعِ "قليبية البَيضَاء" المُتَاخِمِ لِشَاطِئِ المَنْصُورَة. ويُرجَعُ قلقنَا إِلَى التّأثِيرَاتِ السّلبِيّة لِهَذا المَشرُوعِ عَلَى البِيئة وَعَلَى الاقتِصَادِ المَحَلي وَعَلَى جَودَةِ الحَيَاةِ فِي هَذِهِ الرُّبُوع :
إنَّ بِنَاءَ هَذَا النّزلِ سَيُؤدِّي حَتمًا إِلَى القَضَاءِ عَلَى الثّرْوَةِ النّبَاتِيّة وَالحَيَوَانِيّة لِهَذِه المِنْطَقةِ مُخِلاّ بِالتّوَازُنِ البِيئِي وَهوَ مَا سَيَنجَـرّ عَنهُ القَضَاءُ عَلَى الشّاطِئ الـرّملِي مِن خِلالِ تَسْرِيعِ ظَاهِـرَة الانْجِرَاف البَحْرِي.
إنّ تَخصِيصَ شَاطِئ "المَنْصُورَة" وَ"سِيدِي مَنْصُور" تَدْرِيجِيّا لِفَائِدَةِ حُرَفَاءِ مَشْرُوع "قليبية البَيضَاء" أمْرٌ مَرفُوضٌ مِنْ كَافّةِ عُشّاقِ هَذَا الشّاطِئ، إذْ أنّهُ يَتَنَافَى مَعَ مَفهُومَيْ جَودَةِ الحَيَاةِ وَالعَدَالَةِ الاجْتِمَاعِيّةِ، وَيَتَنَاقضُ مَعَ القَانون عدد 73-1995 المُتَعَلـق بِالمِلكِ العُمُومِي البَحْرِي.
إنّ تَضْيِيقَ الشّوَاطِئِ مِنْ خِلالِ خَوْصَصَتِهَا لِفَائِدَةِ حُرَفَاء الفَنَادِقِ مِنْ شَأنِهِ أَن يُؤثرَ سَلْبًا عَلَى السِّيَاحَةِ الدّاخِلِيّة التِي أَضْحَتْ لَاعِبًا أسَاسِيّا فِي النّسِيج الاقتِصَادِي لِلجِهَةِ وَمَوْرِدَ رِزْقٍ لِلآلافِ مِنَ العَائِلَاتِ.
إنّ اسْتِغلالَ شَرِكَة "قليبية البَيضَاء" لِأرضِ المَشْرُوعِ يَتَنَاقَضُ مَعَ مَبْدَأ المَصْلَحَةِ العَامّةِ الذِي تَمّ مِنْ أجْلِهِ الانْتِزَاعُ وَمَعَ الآجَالِ التِي يُحَدّدُهَا كُرّاسُ الشّرُوطِ المُمْضَى فِي الغَرَضِ، إذْ لَمْ يُوَفّرْ مَوَاطِنَ الشّغْلِ المُتّفَقِ عَلَيْهَا وَتَحَوّلَ إلَى شَرِكَةٍ عَقَارِيّةٍ تَعْرُضُ أفْخَمَ الفِيلاتِ وَالمَنَازِلِ لِلبَيْعِ بِأسْعَار خَيَالِيَّةٍ تَكرِيسًا لِلمَصْلَحَةِ الخَاصّةِ للمُسْتثمِرِينَ.
مَعَالِي السّادَة الوُزَرَاء
إنَّ شَوَاطِئَ المَدِينَةِ وَ"المَنْصُورَة" بِصِفةٍ خَاصَّةٍ تُمَثّلُ جُزْءًا لا يَتَجَزّأ مِنْ ثَقافَةِ قليبية وَهوِيَّةِ أبْنَائِهَا، وَلَسْنَا بِمُسْتَعِدّينَ لِلتّفْرِيطِ فِيهِ كَمَا حَصَلَ سَابِقًا مَعَ شَاطِئِ "المَرْسَى وَالمَمّونِيّة" وَإنّنَا، مِنْ مُنْطَلَقِ غَيْرَتِنَا عَلَى سَلَامَةِ البيئةِ وَجَوْدَةِ الحَيَاةِ، وَاحْتِرَامًا لِمَبَادِئِ التّنْمِيَةِ المُسْتَدِيمَةِ وَدِفَاعًا عَنْ حُقوقِ الأجْيَالِ القادِمَةِ فِي التّمَتّعِ بِمُحِيطٍ سَلِيمٍ، نُطَالِبُ بِمَا يَلي :
التّعْلِيقُ الفوْرِي لِجَمِيعِ أشْغَالِ بِنَاءِ النّزْلِ الثانِي مِنْ مَشْرُوعِ قليبية البَيْضَاء
التّصَدِّي لِجَمِيعِ عَمَلِيّاتِ خَوْصَصَةِ شَوَاطِئِ المَدِينَةِ لِفائِدَةِ فِئةٍ دُونَ غَيْرِهَا
اتّخَاذِ الإجْرَاءَاتِ اللازِمَةِ مِنْ أجْلِ ضَمَانِ احْتِرَامِ شَرِكَةِ "قليبيَة البَيْضَاء" لِلالتِزَامَاتِ المُضَمَّنَةِ بِكُرّاسِ الشّرُوطِ المَذكُورِ أعْلاهُ وَبِقانُونِ المِلكِ العُمُومِي البَحْرِي
تَنْظِيمُ نَدَوَاتٍ وَاسْتِشَارِاتٍ عَامّةٍ حَولَ كَيفِيّةِ إدَارَةِ تُرَاثِنَا البِيئِي الوَطَنِي وَسُبُلِ حِمَايَتِهِ
إضْفَاءُ المَزِيدِ مِنَ الشّفَافِيّةِ حَوْلَ المَشَارِيعِ المُسْتَقْبَلِيّةِ التِي يُمْكِنُ أنْ تَمَسَّ مِنْ قرِيبٍ أوْ مِنْ بَعِيدٍ بِالبِيئةِ

Eccellenze, Signori Ministri,
i sottoscritti, abitanti della cittadina di Kelibia, e gli “amanti dell’ambiente” di ogni parte del mondo, vogliono esprimere la loro profonda preoccupazione, causata dall’eccessiva urbanizzazione delle nostre coste e amplificata in seguito all’avviamento dei lavori per la costruzione del secondo albergo relativo al progetto “Kelibia la Blanche” nel sito della spiaggia di El Mansoura.
Questa preoccupazione riguarda l’influenza negativa di detto progetto sull’ambiente e sulla qualità della vita in quei luoghi e più precisamente:
1- Il degrado dell’ambiente:
- accelerazione del fenomeno di erosione marittima
- distruzione irreversibile della fauna e della flora sulla costa
- deformazione dei paesaggi che costituiscono un parametro maggiore dello sviluppo duraturo che rappresenta la memoria collettiva ed il patrimonio naturale e culturale.
2- Il degrado della “Qualità della vita” dei cittadini dovuta alla privatizzazione della spiaggia di El Mansoura, per l’unico interesse dei clienti della società “Kelibia La Blanche”, come lo è stato dal 2001, in seguito all’apertura del primo albergo “Kelibia Beach”, contrariamente ai principi sanciti dall’articolo 21 della legge 1995-73 relativa al Demanio Pubblico Marittimo: “ l’utilizzo comune del demanio pubblico marittimo è libero, egualitario e gratuito.”.
Invero, l’assenza di una infrastruttura adatta a progetti urbanistici cosi imponenti, può solo peggiorare la situazione e deteriorare il quotidiano degli abitanti e dei vacanzieri.
3- effetti negativi sull’economia locale: la privatizzazione di “El Mansoura”, la più importante spiaggia della cittadina di Kélibia e meta prediletta di migliaia di vacanzieri, arrecherebbe danno al turismo interno divenuto fondamentale nella struttura economica della regione e fonte di sostentamento per tantissime famiglie.
4- il non-rispetto del principio di espropriazione per utilità pubblica: Lo sfruttamento da parte della società “kelibia la Blanche” dei terreni, è contrario al principio di espropriazione per interesse pubblico nei fatti questo progetto che si vanta di essere totalmente ecologico, turistico e contribuente alla creazione di posti di lavoro, si è trasformato in un progetto esclusivamente immobiliare con l’obiettivo di costruire enormi ville nell’unico interesse del “profitto privato”
degli investitori.
In seguito a tali constatazioni visto che le spiagge di Kelibia rappresentano, per grande parte, la cultura di quella Città nonché l’identità dei suoi abitanti e nella considerazione che i cittadini non sono disposti a rinunciare a tali inalienabili beni, come è già successo per altre spiagge ormai distrutte, essendo altresì sostenitori della salvaguardia dell’Ambiente e della qualità della vita, rispettosi dei principi dello Sviluppo Compatibile e difensori dei diritti delle generazioni future, a godere di un Ambiente sano, noi, firmatari di questa petizione chiediamo ciò che segue:
A. La sospensione immediata di tutti i lavori di costruzione della seconda unita del progetto “Kelibia la Blanche”ed il ripristino dei luoghi;
B. Il divieto di ogni genere di privatizzazione delle spiagge di Kelibia;
C . Di adottare le misure necessarie per assicurare che la società “Kelibia la Blanche” rispetti sia la legge relativa al Demanio Pubblico Marittimo, che le condizioni annesse al contratto di cessione del terreno oggetto del progetto concluso con l’Agenzia Fondiaria Turistica.
D. La pianificazione di un dibattito pubblico sul tema della gestione e la salvaguardia del patrimonio ecologico e naturalistico nazionale;
E. Assoluta trasparenza intorno ai progetti che possono danneggiare l’Ambiente in generale e le spiagge nazionali più particolarmente.
Non sfuggirà , infine, alla vostra attenta conoscenza che lo sfruttamento eccessivo delle risorse naturali sta, ogni giorno di più, rivoltandosi contro tutti noi: la ormai completa erosione delle spiagge di “El Marsa- Mammounia” ne sono un degno esempio.
Contando sul vostro senso di responsabilità e nella certezza del Vostro pronto ed urgente intervento per salvaguardare il patrimonio Tunisino in tutte le sue sfumature, si porgono deferenti ossequi.

Following the start of the construction work of the second hotel of the “Kelibia La Blanche" project, we, the undersigned, the inhabitants of Kelibia, visitors from around the country, and friends of the environment worldwide, would like to express our deep concerns over the harm this project will cause to the environment, the local economy and the quality of life in general in the region.
Constructing the hotel on El-Mansoura will lead to the irreversible destruction of the fauna and flora on the coast. It will also seriously damage the beach by accelerating the phenomenon of erosion. The fate of the nearby beaches of El-Marsa and Mammounia is a living reminder of the risks endangering El-Mansoura.
Since the construction of the first “Kelibia La Blanche” hotel in 2001, part of El-Mansoura beach has been reserved solely to the hotel customers. The second hotel is expected to lead to the total privatisation of the last viable beach of Kelibia which will seriously deteriorate the quality of life of the locals. Privatising the beach is a clear and appalling breach of the Article 21 of the Law 1995-73 of the Public Maritime Domain which grants free access to the maritime domain to all citizens on equal grounds.
In addition, “El-Mansoura”, the largest and most important beach in the city, is the destination of hundreds of thousands of holidaymakers from around the country. Its privatisation will certainly result in a serious blow to the internal tourism which became a major driver of the local economy.
In order to justify expropriating land from the locals “for public interest”, the project “Kelibia La blanche” was long boasted as a project that will bring prosperity to the region by creating employment. However it became more of a real estate project selling luxurious villas thus only serving the “private interest” of its investors.
The beaches and "El-Mansoura" in particular, are an integral part of the culture of Kelibia and the identity of its citizens who are stunned by the news they will have to loose their beach forever.
Following these findings, we residents of the world and signatories of this petition, demand:
A. The immediate suspension of all construction works on the second hotel of the project “Kelibia La Blanche"..
B. To ban any kind of privatisation of the beaches in Kelibia.
C. To take the necessary measures to ensure the company "Kelibia La Blanche" fulfils its obligations and complies with the terms of the contract it concluded with the Tourism Real Estate Agency and to abide by the laws related to the Public Maritime Domain.
D. To organise a public debate on how to manage and safeguard our national and ecological heritage.
E. To make sure there is greater transparency over projects that may affect directly or indirectly the environment in general and specifically the beaches.
We finally rely on your sense of responsibility and we do not doubt that you will immediately grasp the urgency to intervene.

Contre la privatisation des plages de Kélibia

Nous soussigné, habitants et amoureux de la ville de Kélibia, ses visiteurs des quatre coins du pays, « Amis de l’environnement », nous venons par la présente vous faire part de nos inquiétudes suite à notre constatation du risque d’urbanisation excessive de nos côtes.
Nos inquiétudes se sont encore amplifiées avec le lancement des travaux de construction du deuxième hôtel du projet "Kélibia La Blanche", et ce, en raison de ses méfaits écologiques, économiques et sur la qualité de vie. Méfaits consistant dans :
1- La dégradation de l’environnement :
a. Accélération du phénomène de l’érosion des plages.
b. Destruction irréversible de la faune et de la flore sur la côte.
c. Déformation des paysages qui constituent un paramètre majeur du développement durable, élément de la mémoire collective et du patrimoine naturel et culturel.
2- La dégradation de la « Qualité de vie » des citoyens : due à la privatisation de la plage d’El Mansourah au profit des clients de la société « Kélibia La Blanche » comme ce fut le cas depuis 2001 après l'ouverture du premier hôtel « Kélibia Beach » et ce, en contradiction avec le principe énoncé par l’article 21 de la loi 1995-73 relative au Domaine Public Maritime : « L’utilisation commune du domaine public maritime est libre, égalitaire et gratuite. »
Par ailleurs, l’absence d’une infrastructure adaptée à des projets d’urbanisme d’une telle envergure ne peut qu’aggraver la situation et détériorer le quotidien des habitants permanents et des estivants.
3- Des effets négatifs sur l’économie locale : La privatisation de la plage « El Mansourah », la plus importante de la ville et la destination privilégiée de centaines de milliers de vacanciers, affectera le tourisme intérieur devenu une composante essentielle du tissu économique local.
4- Le non-respect du principe d’expropriation pour utilité publique : Le projet « Kélibia La Blanche » qui se veut être un méga projet écologique et touristique visant à créer des opportunités d’emploi s’est transformé en un méga projet de promotion immobilière de villas de haut standing ne servant ainsi que « l’utilité privée » des investisseurs.
Suite à ces constatations, nous, riverains et « amis de l’environnement », signataires de cette pétition, réclamons :
A. La suspension immédiate de tous les travaux de construction de la deuxième unité hôtelière du projet « Kélibia la Blanche » et l’annulation de toute autre unité programmée sur ces plages.
B. L’interdiction ferme de toute sorte de privatisation des plages de Kélibia.
C. La prise des mesures nécessaires pour s’assurer du respect par la société « Kélibia la Blanche » de la loi relative au Domaine Public Maritime et du cahier des charges annexé au contrat de cession du terrain conclu avec l’Agence Foncière Touristique.
D. L’organisation d’un débat public sur le mode de gestion et de sauvegarde de notre patrimoine national et écologique.
E. Plus de transparence autour des projets qui peuvent affecter de près ou de loin l’environnement en général et nos plages en particulier.
Enfin, il n'échappera pas à votre connaissance que la surexploitation des ressources naturelles se retournera contre l’humanité : nous assistons actuellement, à Kélibia même, aux conséquences du non-respect de l’environnement à travers la destruction des plages de « El Marsa » et « El Mamounia » devenues inutilisables.

يتداول أهالي مدينة قليبية منذ الصيفِ الماضي بكل انشغال موضوع انطلاق أشغال النزل الثاني لمشروع "قليبية البيضاء" بسبب ما يتضمنه من خطر إضرار بالتوازن البيئي لشاطئ المنصورة من جهة، وبسبب خطر خوصصةِ جزءٍ كبيرٍ مِن الشاطئ لفائدة حرفاء النزل من جهة أخرى. وتجدر الإشارة إلى أن "المنصورة" تُعتبَرُ الوجهة الأساسية للمصطافين سواءً كانوا من متساكني المدينة أو للآلاف من كامل مناطق الجمهورية.وقد استبشر شباب المدينة بمبادرة "جمعية البيئة " بتنظيم مائدة مستديرة من أجل حماية أفضل للشريط الساحلي لمدينة قليبية وخُيِّلَ للبعض أنها فرصة نادرة لإيصال مشاغل المواطنين إلى المسؤولين المدعوين .. وخُيِّلَ للبعض أنها ستكون بالفعل مائدة مستديرة يتبادل فيها الجميع الآراء والمقترحات حول المخاطر البيئية التي تهددُ الشواطئ .. وخُيِّلَ للبعض أنَّ هذا الملتقى سَيَشُذ عن قاعدة الاجتماع من أجل المباركة والشكر ومن أجل تعمير أجندات الجمعيات بما يكفي من التظاهرات حتى تبرر موازناتها المالية.
لكن سوء التنظيم رافق هذه "المائدة" منذ اختيار توقيت غير مناسب، إلى تغيير الموعد دون إعلام العموم، مُرورا بعدم إعلان جدول أعمال الملتقى ... والتأم الجمع .. ورُفِع الستار.. وانطلق العرض .. وتكلم من تكلم مِمَّن يحقُّ لهم الكلام .. وصَمَتَ مَن صَمَتَ مِمَّن "يَحِقُّ" لهم الصمت .. ولعل المسؤولين الذين حضروا من أجل استشفاف آراء الأهالي حول المشاغل البيئية لمدينتهم، لعلهم قد استنتجوا أنَّ كل شيء على ما يُرام، وأن شواطئ المدينة بخير وأن مشروع قليبية البيضاء سيكون مفخرة للمدينة .. كيف لا وقد شهِد شاهد من أهلها.
وانتهت الجلسة وقد حَقَّ عليها القول " تسمعُ جعجعة ولا ترى .. غير الطَّحين".
